Open Position - Relationship Manager

Northwest Regional Primary Care Association (NWRPCA) is accepting proposals for a contracted Relationship Manager position. We invite you to submit your interest and qualifications for consideration. All Contractors must submit information that indicates specific qualifications to perform the position responsibilities as specified herein.
This Request for Proposals shall not be construed to (1) create an obligation on the part of the NWRPCA to enter into a contract with any Contractor or (2) serve as the basis for a claim for reimbursement of expenditures related to the development of a proposal. Costs for developing responses to this RFP are entirely the responsibility of the Contractor and shall not be chargeable to the NWRPCA.

Background of the NWRPCA
NWRPCA is a member-driven, private, non-profit 501(c) 3 corporation which operates a four-state regional association in Region X for Federally Qualified Health Centers and FQHC Look-Alikes. We are a fully virtual organization with a primary location in Seattle Washington but with staff located in Oregon as well.
  • The Board consists of 16 representatives from our member Centers, four from each state. They are primarily CEO’s with several other C-Suite positions also represented.
  • Current operating budget for fiscal year 2026 is $2.7M with major revenues in:
  1. HRSA 330 Grant $1,256,631
  2. Contract Revenues $242,775
  3. Other Grants/Services $70,000
  4. Event Revenue (registrations, sponsorships) $874,115
  • NWRPCA currently has a staff of 9 plus two contracted staff and two open positions.
  • Conferences and trainings are produced using a combination of two systems, Personify MemberClicks and Zoom. 
  • HRSA Region X consists of the states of Alaska, Idaho, Oregon and Washington.  There are currently 101 FQHCs and FQHC Look-Alikes in Region X.
  • NWRPCA currently has 89 member FQHC and FQHC Look-Alikes.
  • NWRPCA has historically held 3-4 in-person conferences annually as well as providing virtual learning opportunities and salary and operating data reports, all of which are opportunities for partnership and sponsorship with other PCAs, governments and industries supporting and surrounding FQHCs.

Services to Be Performed:
Your proposal is expected to cover the following areas of responsibility:

Position SummaryThe External Relations Manager (ERM) oversees Region X community health center (CHC) and key partner outreach and engagement, including developing contacts and leads, coordinating and overseeing the delivery of all communications with stakeholder audiences, including members and potential members, funders, donors, sponsors, exhibitors, corporate revenue-sharing partners, sub-grantee partners and other potential or current partners. The ERM also works closely with all NWRPCA staff members to capitalize on relationships, increase knowledge of our Region X CHCs to help best identify, address and Region X CHCs’ needs, demonstrate the value of NWRPCA membership and sponsorship, and maintain and as appropriate expand our membership roster.
 
The External Relations Manager works with all staff to identify and develop funding opportunities and project-manages application for and management of grants, and cultivates and solicits sponsors, donors and partners in alignment with NWRPCA fundraising goals.
 
Contract Position with a salary range of $35.43 to $51.37 per hour based on experience.
Duties and Responsibilities
  1. Create and implement a matrixed annual external stakeholder engagement plan that supports NWRPCA’s strategic direction and that is approved by senior management, shared with staff, and modified as needed.
  2. Facilitate, influence, and/or advise on Region X CHC and stakeholder engagement strategies at an organizational level.
  3. Develop and coordinate the implementation of strategies to build a deep understanding of our Region X CHCs – their staff team, their needs, their successes and their challenges.
  4. Determine, in conjunction with other management, actionable annual membership and fund development goals for inclusion in the agency budget.
  5. In coordination with the CEO, managers, staff, NWRPCA Board members and other key partners, identify and solicit organizational sponsors and funders related to NWRPCA’s core mission, strategic plan, and service offerings, and grow and manage such stakeholder partnerships to establish mutually beneficial sponsorships and revenue-share deals and to promote low-cost or free services to health center members.
  6. Review annual sponsors and revenue share partnerships with respect to ROI for NWRPCA and value to member service and product needs as identified in NWRPCA survey data and through conversations with members, partners and stakeholders. 
  7. Seek and help draft grants, act as the contract manager for development contracts and coordinate from start to finish staff or contractors who are working on grants to fund NWRPCA programs and initiatives.
  8. Participate, as appropriate, in developing and tracking salient agency strategic plan and federal funding work plan items and be aware of NWRPCA’s strategic approach.
  9. Recruit, manage, and support sponsors, exhibitors, and advertisers to secure funding in exchange for branding opportunities at conferences and trainings. Build and maintain strong partner relationships.
  10. Grow and manage partnerships with stakeholders to establish mutually beneficial sponsorships and revenue-share deals and to promote low-cost or free services to health center staff members.
  11. Assist the Marketing Specialist with strategic planning and implementation for branding and marketing.
  12. Work with NWRPCA staff and membership to identify and secure offerings that promote the value of NWRPCA membership.
  13. Act as lead staff for the Board membership committee, and manage the member recruitment, application and approval process through the committee to ensure integrity of the membership base.
  14. Ensure timely and complete collection of annual membership dues, sponsorship fees, and other stake-holder revenues.
  15. Facilitate stakeholder-staff connections for communications with Region X CHCs, Look-Alikes and other stakeholders.
  16. Recognize exemplary Region X CHCs contributions to quality health care design and delivery, and NWRPCA activities, through awards, events, and communications
  17. Oversee quality control of Region X CHCs and other stakeholder contact data in organizational databases
  18. Provide feedback to NWRPCA staff from Region X CHCs and other stakeholders on how stakeholders experience NWRPCA services/products
  19. Lead the production and distribution of the Northwest Pulse, NWRPCA’s newsletter
  20. Plan and coordinate the execution of the Annual Membership Meeting.
  21. Manage large scale multi-departmental projects, such as the Annual Stakeholders Report and annual Region X Health Center Census.
  22. Contribute to the planning and execution of regional conferences and other training/technical assistance offerings.

  1. Detail your experience working in a Federally Qualified Health Center.
  2. Detail your experience in successful fund raising, business development, and/or grant writing.
  3. Detail your experience in developing professional relationships on behalf of the entity(s) you have worked for.
  4. Detail your experience working with various software including customer relationship management (CRM), association management (AMS) and fundraising-tracking software.
  5. Provide examples of your written communication skills.
  6. Propose minimum and maximum weekly availability to accomplish the duties above.
  7. Propose per-hour charge expectations.
 
Evaluation of Proposals
Proposals shall be submitted to [email protected]. Proposals shall be emailed to the attention of Bruce Gray, CEO. The Management Team of NWRPCA will evaluate proposals on a qualitative basis according to their technical merits. NWRPCA will request interviews with proposing contractor.
 
NWRPCA reserves the right to reject any or all proposals received in response to the RFP or to negotiate separately with any Contractor when it is determined to be in the best interest of NWRPCA to do so. If the contract is awarded, it will be to the Contractor whose proposal is deemed to best meet the requirements of NWRPCA including cost and other factors considered. It is anticipated that the award of the contract will be made after the CEO has reviewed the Management Team’s recommendation. Written notification will be made to Contractors with unsuccessful proposals.
