Meaningful Use - Nailing Down Provider Timelines



  • I have been trying to map attestation, incentives and timelines for my providers at my CHC under Medicaid Meaningful Use (MU). Will you help me make sure my assumptions are accurate in accordance with the CMS guidelines?
  • Are any of my providers in jeopardy of Medicare reimbursement penalties if they move to another organization where they would be reimbursed by Medicare on a physician fee schedule?
  • Do I need to implement a patient portal and Direct messaging to satisfy the requirements for exchanging information for transition of care (TOC) and view, download, transmit (VDT)?
  • Our providers document HPI as narrative text as a time-saving measure and it allows them to state in a clear, concise manner what is going on. Will this jeopardize meeting any of the MU Stage 2 measures?
  • One of our clinics does not have a bi-directional lab interface. Will this jeopardize compliance with MU Stage 2 health information exchange (HIE) measures?
  • Will outcomes for the clinical quality measures be published on a public website for providers? And, if so, when will this occur?



You have a lot of great questions!  Let’s start with the timelines for your providers.  Before I address each of your scenarios, allow me to provide you a link to a wonderful tool offered by CMS to help determine for each eligible professional (EP) which year and which stage of MU applies and the length of time for the EHR reporting period and available incentive payment.  This will allow you to plan based on information straight from CMS, so to speak (Link).
