Overview

 

The Finance Management Bootcamp two-day training is designed for people relatively new to the FQHC industry and would like to become familiar with all the terms, issues, and regulations facing FQHCs. The objectives of this session will be geared toward educating new CFOs and other finance/business office personnel of FQHCs with all the topics and relevant issues they will need to know.

 

Attending this training will enable participants to:

  • Understand all aspects of PPS reimbursement from both a state and federal perspective.
  • Obtain an understanding of the revenue cycle and billing of an FQHC.
  • Gain knowledge of complying with the Sliding Scale Fee discount and the HRSA PIN.
  • Learn an overview of what it takes to be a CFO at a FQHC and the annual reporting requirements.
  • Understand how to prepare and interpret the clinic’s monthly financial statements.
  • Develop key financial indicators required for financial reporting.
  • Understand the intricacies of drawing down on the 330 grant and quarterly/annual FFR reporting.
  • Acquire knowledge on reports – UDS, PPS Reconciliations, Medicare Cost reports, etc for an FQHC.
  • Learn the Section 330 requirements and governance to maintain compliance in their organization.
  • Increase their knowledge about 340B and the proper financial reporting.
  • Meet a panel of FQHC experts and ask them questions.

Speakers

 

Steven Rousso

Partner, Wipfli LLP

 

Mr. Rousso has over 27 years of experience in the health care industry, including nine years working with Big Five consulting firms. He is a co-founder of HFS Consultants.

 

Mr. Rousso has assisted hospitals and clinics in reimbursement issues, new program development, feasibility studies, HPSA designations, licensing and certification including rural health clinics, primary care clinics, FQHC's, new starts and has acted as a chief financial officer for a group of six primary care clinics. He also acts as a consultant to both CHA and CPCA regarding licensing and reimbursement issues.

 

A featured speaker for the California Healthcare Association, Mr. Rousso has also addressed the Association of Healthcare Districts, Hospital Council, and California Association of Primary Care Clinics on a variety of health care issues and has published numerous articles on the health care industry.

 

Mr. Rousso received a B.S. in Health Services Administration and an MPA in Health Services Administration from the University of Arizona, and also has an MBA in Health Care Management from Golden Gate University. He is also a licensed nursing home administrator in California.

 

Carlos Jimenez,
Senior Manager, Wipfli LLP

 

Carlos Jimenez is a Senior Manager in Wipfli's health care practice located in Wipfli's Oakland office. He has provided financial and reimbursement consultation services to a variety of healthcare facilities for almost 30 years. His current specialization is with Federally Qualified Health Centers (FQHC); specifically, large multi-site systems and County FQHC networks in California. He is also one of the Firm's leading experts in Medi-Cal (Medicaid) clinic appeals.

 

Jeffrey M. Johnson, CPA

Partner, Wipfli LLP

 

Jeffrey M Johnson is a Partner in Wipfli LLP's Spokane office health care practice and has more than 25 years of experience in the health care industry serving hospitals and medical practices whose operations include critical access hospitals, rural health clinics, and federally qualified health centers (FQHC's).  His experience includes financial statement audits of entities ranging from single site and multi-site FQHC's (including single audits) to multi-specialty clinics with revenues ranging from $3 million to over $500 million. Jeff's experience also includes Medicare and Medicaid cost reporting for hospitals and FQHC's, and various operational consulting solutions to these provider types, including strategic financial planning, third-party reimbursement issues, and physician/hospital relations and physician compensation evaluation and design.  Jeff is a frequent speaker for national organizations dealing with hospital and FQHC/RHC reimbursement issues.

 

Eileen Tremaine
Principal, Tremaine Consulting Group

 

Eileen Tremaine is the principal with Tremaine Consulting Group and a career health care professional with almost 30 years of experience in FQHC compliance, grant management, corporate compliance/HIPAA, program and resource development, collaborative management, needs assessment, and strategic planning. Ms. Tremaine's experience and specialties include consulting to community health centers, hospitals and local health departments, focusing on developing programs that meet the unique needs of each community. In addition, Ms. Tremaine currently holds a senior management position for Mountain Valleys Health Centers and Program Director for CA299 Health Collaborative. 

Angela Robinson, CPA, CGMA
Senior Manager, Wipfli LLP

 

 Angela Robinson is a Senior Manager in Health care consulting located in Wipfli's Oakland office.  She has over 8 years' experience in Healthcare and over 20 years in nonprofit accounting and financial operations.  Her prior experience includes CFO/CIO of a FQHC and currently serves as interim CFO/COO at a couple of FQHC's in California. Her specialization is in Accounting/Finance, Budgeting, UDS reporting, HRSA compliance, grant management and coaching/training Accounting & finance staff.

 

Diana Surber
Manager, Wipfli LLP

 

Diana Surber is a Manager with Wipfli with over 35 years of experience in health care finance and reimbursement. She has worked with FQHCs for 17 years, specializing in Medi-Cal PPS reconciliations, Medi-Cal initial rate setting and Change in Scope of Services rate adjustments, Medicare FQHC PPS reimbursement and HRSA program requirements. She has been a speaker at conferences sponsored by the California Primary Care Association, National Association of Rural Health Clinics, and the California Association of Rural Health Clinics as well providing training to several regional health center consortia and individual clients.

 

Katie Raebel
Senior Manager, Wipfli LLP

 

Katie Raebel is a Senior Manager in Wipfli's Spokane office has more than 16 years of experience in audit and accounting services, focused exclusively on health care industry clients.  She specializes in assisting freestanding and provider-based clinics to navigate through the rural health clinic (RHC) certification process and is an expert in the RHC arena. Katie Jo helps to calculate RHCs' Medicare and Medicaid rates, provides education regarding changes in billing because of certification, and consults on all areas specific to RHCs. In addition, she helps organizations determine the best certification options in order to experience the most beneficial gain from Medicare and Medicaid reimbursement. She is a regular speaker at industry events and conferences, including the Rural Health Clinic Association of Washington, the Oregon Rural Health Conference, the National Association of Rural Health Clinics Conference, and most recently the Idaho State Office of Rural Health and Primary Care's annual conference. She also is a featured speaker at the annual Spokane office-sponsored cost report and reimbursement seminar.
