General Information

  • HRSA issued final PIN on Sliding Fee Discount and Related Billing and Collections Program Requirements
    The purpose of this Policy Information Notice (PIN) is to provide clarification on the sliding fee discount program and related billing and collection requirements. A summary of comments received during the draft PIN’s comment period, and responses to major comment themes has also been posted. The PIN is now effective; therefore, health centers are encouraged to refer to the PIN in preparing in-progress or future fiscal year 2015 applications and/or for any upcoming site visits.
  • HRSA Policy Information Notice (PIN) 2014-02: Sliding Fee Discount and Related Billing and Collections Frequently Asked Questions (FAQs) 
    HRSA has posted an initial set of FAQs for PIN 2014-02: Sliding Fee Discount and Related Billing and Collections Program Requirements. FAQs will be added as necessary.
  • HRSA Program Assistance Letter Program Requirements Oversight PAL
    The HRSA issued the Program Assistance Letter to provide policy clarification and updated program guidance regarding the HRSA/BPHC Progressive Action process. PAL 2014-08 includes information about enforcement actions as well as when and how program requirements compliance status and past performance impacts funding award decisions.
  • Health Center Terminology Tip Sheet
    In order to promote consistency among National Cooperative Agreement recipients, this tip sheet was developed to clarify commonly used health center terms. For example, while FQHC and Health Center are often used interchangeably, they actually have different meanings in the health center program.

    The National Library of Medicine Disaster Information Management Research Center has redesigned its resources using responsive web design which allows for an optimal view of the resources across a range of devices - PC, tablet or smartphone.

    Resources to develop a public health emergency disaster plan for all different types of health care settings.
  • Community Health Center CHroniCles Website
    The Geiger Gibson Program in Community Health Policy at George Washington University School of Public Health and Health Services, in a special partnership with RCHN Community Health Foundation, launched the CHroniCles website. This project is dedicated to telling the unique history of Community Health Centers and the impact they have on the people in their community.

    This document clarifies budgeting and accounting requirements for the Health Center Program’s approved scope of project funds and their applicability to Section 330 Federal grant funds versus non-grant funds.

    HRSA has released a new “Scope of Project” Page on the BPHC website. This page provides a “one-stop-shop” for Health Center Program Scope of Project and Change-in-Scope policy, process, and resources.
  • HRSA PAL Requesting Change in Scope for Temp Sites for Emergency Events 2014-05
    BPHC has released this document, which does not change any existing policy but updates information on the process for requesting to add a temporary site to the scope of the project in response to emergency events, and consolidates the related policy into one document.
