Meaningful Use Revised for 2014




I understand that CMS recently issued a final rule revising meaningful use attestation options for eligible professionals (EPs) in 2014.  Can you explain how EPs can proceed?



You are correct.  The final rule detailing 2014 reporting and attesting options for eligible professionals (EPs) was issued by CMS on Aug. 29, 2014, and mirrors the proposed rule issued in May.  The stated goal for the policy shift was:

“To provide options for the use of [certified electronic health record technology] CEHRT to allow providers to meet meaningful use within the existing HER reporting period using the technology available to them.”

Intended to provide flexibility as new technologies emerge, the final rule is built around optional uses of CEHRT editions and stages for EPs who have not yet attested in 2014 because they were “unable to fully implement” 2014 Edition CEHRT, as was previously required for attesting this year. 

The EHR reporting period is tied to any fiscal quarter for the 2014 calendar year, including the fourth quarter.  Under the original Stage 2 rule, registration and attestation had to be completed by Oct. 1, 2014 to avoid Medicare physician fee schedule penalties in 2015.  The 2014 attestation deadline for all meaningful use EP selected reporting periods is Feb. 28, 2015.
